Every children is talented in some way, whether he is normal or visually impaired. It is the responsibility of the parents, teachers and friends to identify that extra ability of every child and promote it. The school educates and rehabilitates its students through special teaching aids, use of physiotherapy, occupational therapy and vocational training. The Government stresses on reducing dropout rates, improving learning achievements and expanding access to students who have not had an easy opportunity to be a part of the general system. It envisaged some measures for integrating of children with visually impaired with the general community as equal partners, preparing them for their normal growth and development and enabling them to face life with courage and confidence. But, there is another picture also. Visually impaired children are mentally or physically more vulnerable than others, which could make it easier for abusers to exploit them.
